The Alliance of Concerned Teachers (ACT) NCR Union blasted the Department of Education (DepEd) for banning advocacy materials inside classrooms, calling the move a dangerous attempt to silence legitimate demands amid a worsening education crisis.
“Hindi kailanman naging banta sa pagkatuto ang mga panawagan para sa sapat na sahod ng mga guro at kawani, mas malaking badyet sa edukasyon, dagdag na silid-aralan, pagkakaroon ng learning materials at disenteng kundisyon sa pagtuturo. Ang tunay na banta ay ang patuloy na kakulangan ng estado sa pagtugon sa mga ito,” the union declared.
DepEd’s directive, framed under “professionalism” and “political neutrality,” prohibits posters and advocacy materials in classrooms.
But ACT NCR Union argued this only erases visible reminders of systemic neglect instead of addressing teacher shortages, overcrowded classes, and lack of resources.
“Sa halip na tugunan ang mabibigat na pasanin ng mga guro sa umpisa pa lang ng pasukan ay panunupil at gag order ang sagot ng DepEd,” the group said, warning that neutrality cannot mean silence in the face of injustice.
The union stressed that education cannot be divorced from social realities: classrooms are shaped daily by budget cuts, rising costs, and teachers burdened with administrative tasks. They warned that DepEd’s stance risks turning neutrality into complicity.
“Kapag ang isang polisiya ay nagpapatahimik lamang sa mga nananawagan ng reporma ngunit hindi sa mga polisiyang lumilikha ng krisis, hindi na ito neutralidad. Pagkiling na ito sa umiiral na kalagayan,” ACT NCR Union emphasized.
The group challenged DepEd’s learner-centered rhetoric, asking why it prioritizes removing posters over solving shortages in teachers, classrooms, and learning materials.
“Bakit mas mabilis ang pagbura sa mga panawagan kaysa sa paglutas sa mga problemang kanilang inilalantad?” the statement read.
ACT NCR Union concluded that banning posters will not hide the “dirty truths” of public education: “Ang usapin ay kung bakit mas komportable ang DepEd sa mga malilinis na pader kaysa sa paglutas sa maruruming katotohanang matagal nang dinaranas ng pampublikong edukasyon.” # (RRN)
