STATEMENT | NAPOLCOM Files Administrative Case vs. PBGEN Medina Over Neglect, Extravagant Conduct

The National Police Commission (NAPOLCOM), through its Inspection, Monitoring, and Investigation Service (IMIS), has formally filed an administrative case against PBGEN Jezebel Imelda D. Medina, charging her with Less Grave Neglect of Duty and Conduct Unbecoming of a Police Officer.

The case stems from two serious and well-documented concerns. First, while serving as Director of the Health Service, PBGEN Medina willfully failed to comply with repeated lawful directives of the NAPOLCOM to submit the required Psychiatric and Psychological Examination (PPE) report of a Police Patrolman in QCPD who was engaged in seditious vlogging activities. Such refusal directly undermines the Commission’s constitutional and statutory authority to exercise administrative control and supervision over the Philippine National Police.

Second, the formal charge cites the public display of an allegedly extravagant luxury item, specifically footwear with an estimated value of ₱70,599.75 while wearing the PNP uniform, nearly equivalent to a month’s basic salary of a Police Brigadier General. This act raises serious concerns on modest living and ethical conduct, standards required of all public servants and most especially of senior police officers whose actions set the tone for the entire organization.

NAPOLCOM emphasizes that integrity, discipline, and obedience to lawful authority are not optional. They are fundamental duties owed to the Filipino people. This case underscores the Commission’s firm resolve that rank does not shield anyone from accountability, and that any act that erodes public trust in the police institution will be investigated and addressed in accordance with the law.

The Commission assures the public that it will continue to act decisively to protect the integrity of the police service and uphold transparency, accountability, and the rule of law.
