Health Alliance for Democracy urged Health Secretary Teodoro Herbosa to step down, saying public trust has been eroded by allegations of fund misuse and mismanagement in the Department of Health.
In a statement titled “Pampublikong Tiwala, Nawala: Health Secretary Herbosa, Resign”, the group cited several complaints: a $10 million (₱620 million) WHO contribution in 2024, the alleged illegal transfer of ₱60 billion PhilHealth reserve funds, and the distribution of ₱44.6 million worth of psychiatric drugs through a non-licensed civic group.
Other issues raised include ₱524 million in unliquidated vaccine purchases via UNICEF, ₱1.5 billion worth of expired medicines and vaccines, and the upgrade of a government official’s airline ticket to business class for a Geneva trip in May 2026.
“Health Secretary Dr. Herbosa, mag-resign ka na!” the group declared, stressing that while the allegations do not yet prove guilt, they have already undermined confidence in his leadership.
The alliance said the health chief must embody accountability and good governance, adding that Herbosa’s continued stay in office is untenable. (RRN)
