Vice President Sara Duterte on Monday filed a second perjury complaint against her alleged former aide Ramil Madriaga, who earlier linked her to illegal campaign funding and cash deliveries.
According to the Office of the Vice President, Duterte personally appeared before the Taguig City Prosecutor’s Office accompanied by her legal counsel, Atty. Salvador Paolo Panelo Jr.
Panelo said the complaint, filed under Article 183 of the Revised Penal Code, was in connection with Madriaga’s supplemental affidavit dated April 11, 2026.
“The complaint, consisting of approximately 1,000 pages, thoroughly exposes Madriaga’s malicious and deliberate falsehoods,” he noted, citing sworn testimonies from Duterte and 12 corroborating witnesses, along with official documents, certifications, and public records.
Panelo added that while the filing was “technically unnecessary” given the “absurd and unverifiable nature” of Madriaga’s claims, it was necessary to hold him accountable and “unmask the malicious, baseless, and desperate character of the impeachment effort against the Vice President.”
Duterte had earlier filed a first perjury complaint on March 4, also in Taguig, insisting that “false stories should not be used to confuse the public.”
Madriaga, who identified himself as Duterte’s former aide and bagman, alleged that drug dealers and Philippine offshore gaming operators (POGOs) funded the campaign “Inday Sara Duterte is My President (ISIP) Pilipinas.”
He also claimed he was ordered by Col. Dennis Nolasco and Col. Raymond Lachica to deliver duffel bags containing millions in cash. Both Duterte and Lachica have denied the accusations.# (ZIA LUNA)
