ACT Teachers Representative and Deputy Minority Leader Antonio Tinio today released a full ranking of all 254 legislative districts according to the infrastructure money proposed for each in the 2027 national budget, and called on everyone who proposed these projects to come forward and disclose them.
The ranking covers House Bill No. 10858 in its third-reading version, and sorts the appropriations bill’s infrastructure projects by the legislative districts where they would be built. Tinio said the bill itself does not arrange infrastructure this way. Most of it sits under an agency, often DPWH’s Central Office or one of its 202 District Engineering Offices, with the place named only in each project’s description.
“However, this is precisely the information that the general public wants to know. Anong mga proyekto ng congressman sa aming distrito? The public wants full transparency and accountability. Sa kasamaang palad, hindi ito binibigay ng House,” he said.
Tinio’s office reviewed 18,338 line items worth Php 641.3 billion under five categories: 1) DPWH District Engineering Offices, 2) DPWH Central Office, 3) Department of Agriculture farm-to-market roads, 4) DOH health facilities, and 5) NIA irrigation projects. Of these, it placed 17,059 items, or 93.0 percent, worth Php 541.7 billion, in specific districts.
The top 10 districts, with all five categories:
District Representative – Amount – Projects
- Ilocos Norte, 1st Ferdinand Alexander A. Marcos – Php 10.03B – 508
- Quezon, 4th Keith Micah D.L. Tan – Php 7.64B – 132
- Butuan City, Lone Jose S. Aquino II – Php 7.33B – 130
- Bukidnon, 2nd Jonathan Keith T. Flores – Php 6.77B – 70
- Misamis Oriental, 2nd Yevgeny Vincente B. Emano – Php 6.68B – 104
- Samar, 2nd Reynolds Michael T. Tan – Php 6.46B – 45
- Camarines Sur, 1st Tsuyoshi Anthony G. Horibata – Php 6.35B – 61
- Nueva Ecija, 1st Mikaela Angela B. Suansing – Php 5.87B – 305
- Quezon, 3rd Reynante U. Arrogancia – Php 5.81B – 118
- Isabela, 1st Antonio T. Albano – Php 5.57B – 152
Tinio noted that the objective was to locate the proposed projects in the legislative districts where they would be built, but clarified that a project’s location does not automatically identify its proponent. “A project in a district may have been proposed by its representative, but also by a partylist representative or even another district representative, a senator, or an executive official or agency. The bill itself does not show who the proponents are, even though the rules of the House require that they be disclosed.”
Using AI tools, Tinio’s office read each project’s description for the town or barangay it names, and matched bridges, roads and kilometer posts to DPWH’s own records. A few projects were placed by their coordinates or by hand. Tested on projects whose location could be checked, the methods were right about 97 to 100 percent of the time, so a few in every hundred may be wrong.
He noted that each district’s figure is a minimum: another Php 23.9 billion (290 items) is local but could not be tied to one district, and projects that traverse more than one district are not counted. Two legislative districts, Makati’s 2nd and Taguig’s 2nd, have no projects placed in them. A further Php 75.8 billion (989 items) is national, covers several areas, or names no location. Only the projects under the five categories mentioned above were counted, and all figures are merely proposals, which the Senate and the bicameral conference can still change.
“These projects are funded with public money, much of it borrowed, while the public pays for the debt. Every representative, senator and executive official who proposed a project should say so. Hindi sapat na malaman kung saan napupunta ang pondo; kailangang malaman din kung sino ang nagpasok nito, para kasama sila sa maaaring panagutin kung sakaling may anomalya sa pagpapatupad ng proyekto,” Tinio said.
“We call on the House and the Senate to publish the list of proponents of every line item insertion before the bicameral conference finalizes the budget, and on the DBM, the DPWH, and other agencies to do the same for what they put in the NEP. Let the public see the projects and the names behind them,” he ended.
