The Alliance of Health Workers (AHW) hailed the Professional Regulation Commission’s (PRC) decision suspending Dr. Lorraine Badoy for six months, calling it a “partial justice” for health workers and victims of red-tagging.
The PRC found Badoy guilty of unethical and unprofessional conduct, a ruling formally received by complainants on June 25, 2026.
The case was filed in April 2022 by health workers who accused Badoy of red-tagging during the COVID-19 pandemic.
According to AHW, the decision affirms that medical professionals cannot weaponize their authority to spread baseless accusations that endanger lives.
“This is an initial victory for doctors, nurses, and health professionals who stood up against harassment and abuse of power,” the group said.
The complaint stemmed from Badoy’s statements in April 2021, when she accused AHW of being a creation of the CPP-NPA-NDF and implicated its leaders as communist operatives.
“On April 7 and 10, 2021 respectively, Usec. Badoy maliciously implicated AHW as a creation of the CPP-NPA-NDF with the aim of infiltrating the government. She released the said statement on the Facebook page of the NTF-ELCAC,” AHW said in a statement.
“On April 12, 2021, Usec. Badoy issued a Press Release directly accusing Mr. Robert Mendoza and Mr. Benjamin Santos, former president and former Secretary General of the AHW, as operatives and cadres of the CPP-NPA-NDF,” the group added
Health workers argued that such remarks exposed them to threats at a time when they were demanding protective gear and support while treating COVID-19 patients.
While welcoming the ruling, AHW stressed that the fight for full accountability continues. “The six-month suspension falls short of the revocation we sought, but it sends a clear message: red-tagging has consequences,” the group said.
AHW vowed to pursue further action against Badoy and others responsible for harassment and rights violations, underscoring that the struggle for justice and accountability will not end until health workers are fully protected. # (RRN)
