The Commission on Human Rights (CHR) has urged the government and concerned authorities to uphold the rights and dignity of detained journalist Frenchie Mae Cumpio and co-accused Marielle Domequil, amid allegations of mistreatment inside the Tacloban City Jail – Female Dormitory.
Following a letter complaint submitted by independent media network Altermidya to both the CHR and the Bureau of Jail Management and Penology (BJMP) last July 16, the CHR emphasized the government’s obligation to ensure humane treatment of persons deprived of liberty (PDLs), under national laws and international human rights standards.
“The Commission has taken cognizance of disturbing reports of abuse involving Ms. Cumpio and Ms. Domequil,” the CHR stated. “In fulfillment of our mandate, we have referred the matter to CHR Regional Office VIII to initiate a thorough investigation and engage directly with the concerned jail authorities.”
The CHR reaffirmed its commitment to safeguarding the welfare of all detainees, referencing the Philippines’ obligations under the UN Convention Against Torture and its Optional Protocol. The institution also echoed calls made by UN Special Rapporteur Irene Khan in her 2024 report, which highlighted the ongoing detention of Cumpio, Domequil, and their co-accused, Alexander Philip Abinguna, as emblematic of deeper systemic issues plaguing detention facilities nationwide.
To this end, the CHR called for the urgent establishment of a National Preventive Mechanism—an independent body that will ensure regular oversight and prevent torture and ill-treatment in places of detention.
Meanwhile, BJMP Region 8 Director Rill Sonon confirmed that its internal probe into the facility’s warden has been completed. In a letter to Altermidya dated July 30, Sonon stated: “All pertinent facts and findings have been duly gathered, evaluated, and documented in accordance with our Comprehensive BJMP Administrative Disciplinary Machinery.” The investigation report has been forwarded to the BJMP National Headquarters for further action.
“The CHR assures the families and supporters of Ms. Cumpio, Ms. Domequil, and Mr. Abinguna that our work continues. We remain steadfast in our duty to investigate, uphold accountability, and advocate for the full protection of their rights,” the Commission concluded. (RRN)
