The Supreme Court has partially removed the temporary restraining order (TRO) on the No Contact Apprehension Policy (NCAP), permitting only the Metropolitan Manila Development Authority (MMDA) to implement it.
High Court spokesperson Atty. Camille Ting mentioned that the TRO still applies to local government unit (LGU) ordinances but is lifted for MMDA resolutions, which affect major roads like C5 and EDSA.
Solicitor General Menardo Guevarra confirmed this update, although the official resolution is still pending.
The MMDA had submitted an urgent request last week to lift the TRO.
The Supreme Court initially issued the TRO in August 2022 following a petition from transport groups against local ordinances enforcing NCAP in five cities in Metro Manila.
Ting emphasized that the Court has not yet reached a final decision on this issue. (ZIA LUNA)
