September 21 Mobilization Calls for Full Disclosure from Public Officials

A wave of civic outrage is set to flood Luneta on September 21 as youth groups, church networks, and civil society coalitions call for full transparency from top government officials implicated in a new Philippine Center for Investigative Journalism (PCIJ) report.

The mobilization, dubbed “BAHA SA LUNETA: Aksyon na Laban sa Korapsyon,” demands President Ferdinand Marcos Jr., Vice President Sara Duterte, and other high-ranking officials named in the report to publicly explain their ties to contractors and campaign donors.

“No more excuses. If you’re clean, prove it,” said rally spokesperson Mikael Reyes of Youth for Accountability. “Release your SALNs. Sign bank waivers. That’s the bare minimum for public service.”

The PCIJ exposé alleges that several contractors who donated to political campaigns later received lucrative government projects. Organizers say this raises serious questions about conflict of interest and abuse of power.

“We’re not here to play partisan games,” said Fr. Elmer Santiago of the Clergy for Good Governance. “We reject the false choice between political camps. This is about integrity, not personalities.”

The coalition is calling on all elected officials, from Cabinet members to senators, congressmen, and justices of the Supreme Court and Court of Appeals, to immediately and unconditionally release their Statements of Assets, Liabilities, and Net Worth (SALNs) and sign bank waivers.

“Public office is a public trust,” said Rosario de la Cruz, a visual storyteller and youth mobilizer. “If you refuse transparency, you have no credibility to speak about reform.”

Organizers say the September 21 rally will feature testimonies from whistleblowers, visual installations mapping corruption networks, and a symbolic “flood” march to dramatize how systemic corruption drowns public trust.

“We’re flooding Luneta not with water, but with truth,” Reyes added. “And we won’t stop until accountability rises.” (RRN)
