Whistleblower Julie “Dondon” Patidongan, also known as “Totoy,” has formally filed a complaint affidavit before the National Police Commission (NAPOLCOM), accusing several police officers of involvement in the case.
The complaint was filed alongside several grieving families of the missing individuals, marking a collective call for accountability and justice.
Patidongan identified former National Capital Region Police Office (NCRPO) Director, Police Major General Jonnel Estomo, and twelve active officers allegedly linked to the disappearance, namely:
- Police Colonel Jacinto Malinao Jr. (Visayas)
- Police Lieutenant Colonel Ryan Jay Orapa (Highway Patrol Group or HPG)
- Police Major Mark Philip Almedilla (Cavite HPG)
- Police Executive Master Sergeant Aaron Ezrah Cabillan (HPG)
- Police Chief Master Sergeant Arturo dela Cruz Jr. (Cavite HPG)
- Police Staff Master Sergeant (PSMS) Joey Encarnacion (Cavite HPG)
- PSMS Mark Anthony Manrique (HPG)
- PSMS Anderson Abale (Cavite HPG)
- Police Staff Sergeant Alfredo Andres (Cavite HPG, due for retirement)
- Police Corporal Angel Joseph Martin (Cavite HPG)
Patidongan, in his affidavit, asserted that the police were compensated to eliminate the sabungeros and transport their bodies to Taal Lake. (RRN)
