Three Years of Deception: HEAD Demands Accountability for PhilHealth Funds

The Health Alliance for Democracy (HEAD) strongly condemned what it describes as three years of deception, exploitation, and neglect of the Filipino people’s right to healthcare under the Marcos Jr. administration.

In his first State of the Nation Address (SONA) in 2022, President Ferdinand Marcos Jr. claimed health was a top priority. However, HEAD reports that PhilHealth has been stripped of ₱89 billion in funds and allocated zero budget for 2025.

“This is a blatant betrayal of the promise of healthcare services. The administration used PhilHealth’s funds for pork barrel-like projects beyond its mandate,” HEAD declared.

The organization insists that the withdrawn funds must be returned and PhilHealth subsidies reinstated to reduce premium contributions and increase member benefits.

HEAD also decried the abuse of political power, where officials exploit PhilHealth’s massive funds for various forms of corruption. Meanwhile, benefits remain insufficient and service fees remain costly—despite members consistently making contributions.

“Health is a right, not a privilege,” HEAD emphasized. “The government must not pass its responsibilities onto the people, but ensure free, comprehensive, and high-quality health services for all.”

HEAD called on the public not to stay silent in the face of neglect and urged for investigation and accountability for the exposed corruption within PhilHealth. (ZIA LUNA)
