South Korean Fugitive Rearrested After Escape During Hearing

The Bureau of Immigration (BI) announced Sunday the successful rearrest of Na Ikhyeon, a South Korean fugitive who escaped custody last week with the assistance of BI personnel. Na, wanted in South Korea for fraudulent investment schemes, was apprehended in a residential area in Angeles City, Pampanga, following a five-day manhunt.

The operation was a collaborative effort involving the BI’s Fugitive Search Unit, Intelligence Division, local and regional police, the Philippine National Police Intelligence Group, and naval intelligence. Alongside Na, authorities also arrested Kang Changboem, who allegedly facilitated the escape. South Korean police confirmed that Kang is also wanted in his home country for fraud.

Both fugitives have been classified as high-risk detainees and will be transferred to the BI detention facility in Camp Bagong Diwa, Taguig City, under heightened security measures.

Na’s escape occurred during a hearing at the Quezon City Prosecutor’s Office, where he faced an estafa case filed by a Filipino complainant. His deportation, initially scheduled after his arrest in May 2023, had been deferred pending the resolution of this case. CCTV footage revealed that three BI employees aided in Na’s escape. Two contractual workers were immediately terminated, while the case of a permanent employee was referred to the Department of Justice, resulting in dismissal.

The BI emphasized its commitment to justice and integrity, stating, “The swift and decisive actions taken by the BI and the DOJ in this case demonstrate the unrelenting efforts of the agency to uphold justice and maintain the integrity of its operations.”

This incident has reignited concerns over corruption within the BI, which has faced scrutiny in recent years for similar lapses, including schemes allowing foreign nationals to bypass passport screening at Ninoy Aquino International Airport.
