Bicol Saro Partylist Rep. Terry Ridon has challenged Batangas Rep. Leandro Leviste to release in full the alleged 2025 Department of Public Works and Highways (DPWH) project list with proponents, which Leviste claimed to have obtained from the late DPWH Undersecretary Catalina Cabral.
Ridon issued the statement after Leviste revealed that the Bicol Saro partylist supposedly secured ₱150 million worth of projects from the DPWH in 2015.
Ridon denied the allegation, stressing that he only returned to Congress on June 30, 2025 under the 20th Congress, and therefore could not have made insertions in the 2025 budget, which was crafted in 2024 under the 19th Congress.
Instead of confusing the public, Ridon said Leviste should immediately disclose the “complete and unredacted 2025 DPWH project listing with proponents,” which allegedly includes congressmen, senators, executive officials“ including Secretaries and Undersecretaries outside DPWH” as well as private individuals.
He added that Leviste does not need clearance from Congress or DPWH Secretary Vince Dizon to release the document.
Ridon also questioned why Leviste only mentioned the list now, months after Cabral’s death on September 4, 2025, noting that the late official was the only person who could have confirmed the authenticity of the document.
In a report by Bilyonaryo News Channel  on November 28, 2025 report, former DPWH Secretary Manuel Bonoan disclosed that he met Leviste only once, along with Sen. Loren Legarda and partylist Rep. Jojo Ang.
Bonoan said they asked him to raise the allocable amount for Batangas and Antique districts to ₱2 billion each, but he refused, explaining that the figures were already adopted under the Marcos administration’s infrastructure budget and beyond his authority to change. (ZIA LUNA)
