PPP Center drives over 125 projects worth P3 Trillion in pipeline

BAGUIO — The Public-Private Partnership (PPP) Center is currently working on 125 projects worth more than P3 trillion on the pipeline.

Data from the PPP Center showed that around 103 projects would be carried out at the national level while the remaining 22 would be at the local level.

On the sidelines of a business journalism seminar here organized by the Economic Journalists Association of the Philippines over the weekend, PPP Center deputy executive director Jeffrey Manalo said the projects are in several stages.

Manalo said some of those projects are still in the procurement part, those in the approval stage, implementing agency reviewing unsolicited proposals, and those in early project stages either Project Development and Monitoring Facility (PDMF) or a study carried out by another consultant of the implementing agency.

The big ticket projects are the upgrade, expansion, operations, and maintenance of the Laguindingan Airport Project; New Bohol International Airport project; and the UP Philippine General Hospital Manila Cancer Center project.

“The Laguindingan airport project is already in the challenge process. For the Bohol Airport, I understand the negotiation period was already completed so they’re supposed to wrap things up then get the final approval for the negotiated terms so that they can do the comparative challenge,” Manalo said.

Meanwhile, the challenge process for the 59.4 km Tarlac-Pangasinan-La Union Expressway (TPLEX) Extension project is now over.

“(The project) has already completed the challenge process and was already awarded so the next after the contract award is the contract signing,” Manalo said.

According to data provided by the PPP Center, San Miguel Holdings Corporation was the TPLEX extension project’s original proponent.

The National Capital Region EDSA Busway project, on the other hand, will no longer be renewed after this year.

“They’re actually on the tail-end of their review process, we’ll be following up with them because DOTr needs to decide whether they proceed to the next stage or return the proposal,” Manalo said.

The PPP projects for the Negros Occidental Bulk Water Supply, Bislig City Septage Project, and Bislig City Bulk Water Supply are also expected to be granted this year or the next year.

Early-stage development projects include the North-South Commuter Railway, the Iloilo-Capiz-Aklan Expressway, the North Long Haul Inter-Regional Railway Project, and the operations and maintenance of the Metro Manila Subway Project.

Moreover, the operations and maintenance (O&M) of the Bicol International Airport, Port of General Santos, Sayak Siargao Airport, C5 MRT 10 project, and Cebu Monorail Transit System Project are among the unsolicited PPP projects that the implementing agencies are now under evaluation. (TCSP)
