The National Bureau of Investigation (NBI) confirmed that Bamban, Tarlac Mayor Alice Guo and Guo Hua Ping have the same fingerprints.
In a statement on Thursday, June 27, Senator Risa Hontiveros said that NBI findings proved the allegations that the suspended mayor is “a fake Filipino.”
“Mayor Alice, walang sikretong hindi nabubunyag. Indeed, the NBI has confirmed that the fingerprints of Mayor Alice Guo and Guo Hua Ping match. Ibig sabihin, they are the fingerprints of one and the same person,” Hontiveros said.
“This confirms what I have suspected all along. Pekeng Pilipino si Mayor Alice – or should I say, Guo Hua Ping. She is a Chinese national masquerading as a Filipino citizen to facilitate crimes being committed by Philippine Offshore Gaming Operator (POGO),” Hontiveros added.
Hontiveros urged the Solicitor General’s Office to move quickly in filing a quo warranto against Guo, which might result in her dismissal from the position, since the NBI finding is the “strongest evidence” to strip Guo of her elective post.
“Napakalaking insulto ito sa mga botante ng Bamban, sa mga institusyon ng ating gubyerno, at sa bawat mamamayang Pilipino,” Hontiveros said.
“Dapat mapanagot siya sa lahat ng krimen na ginawa niya at ng kanyang POGO hub,” Hontiveros added.
The day before the investigation, Hontiveros said she had asked the NBI for “the biometrics data of both Guo Hua Ping and Alice Guo, looking to compare their fingerprints.”
Hontiveros showed the NBI clearance of Alice Leal Guo, a woman with the same birth province and birthday as the Bamban mayor, but with a different photo, at the June 26 hearing of the Senate committee on women, children, family relations and gender equality on the raided POGO facility in Bamban. The senator claimed that the mayor had “stolen” the identity of a Filipino.
Senator Sherwin Gatchalian also said last week that Mayor Guo may be Guo Hua Ping, who arrived in the Philippines on January 12, 2003, when she was thirteen years old, with her family, using a Special Investors Resident Visa (SIRV). August 31, 1990 was her birthdate.
Guo Hua Ping’s registered mother under the SIRV is Lin Wenyi, whom Gatchalian had previously believed to be the mayor’s biological mother because of her involvement in most of the family’s enterprises.
Guo previously claimed that her Filipina mother had given her birth in the Philippines and that she had grown up on a Tarlac farm.
The Office of the Ombudsman suspended Guo over allegations of grave misconduct, serious dishonesty, gross neglect of duty, and conduct prejudicial to the best interest of the service filed by the DILG over her alleged link to the Zun Yuan Technology Incorporated (ZYTI), formerly Hongsheng Gaming Technology Inc., a Pogo firm that was raided by the police in March.
The company allegedly involved in money laundering, human trafficking, and hacking of government websites in addition to spying activities.
The firm was also discovered at Wednesday’s session to have entered names of individuals as incorporators without getting their permission.
One of these is Concepcion, Tarlac-based contact center agent Merlie Joy Castro.
Together with Guo, Castro was one of the founders of Hongsheng and is now facing a non-bailable qualified human trafficking allegation.
She stated she had gone before the Senate panel and the DOJ to ask for help establishing her innocence.
Hontiveros pointed out that Castro’s TIN number is different from the one on file from the time she was named as the company’s incorporator.
Castro said she also knows three other people who were identified as the company’s incorporators: vegetable vendor Thelma Laranan, breakfast vendor Rowena Evangelista, and chicken barbecue vendor Rita Yturralde of Concepcion town. (TCSP)
