Malacañang has officially released Executive Order No. 94 establishing the Independent Commission for Infrastructure (ICI).
Executive Order No. 94 was signed by President Ferdinand Marcos Jr. today, September 11, 2025.
The Independent Commission was formed to investigate irregularities and corruption in government flood control and other infrastructure projects carried out over the past ten years.
The fact-finding commission will be composed of three members, a chairperson and two commissioners, each with a strong reputation for integrity and impartiality.
The ICI is empowered to conduct investigations, issue subpoenas, gather evidence, and recommend the filing of cases against individuals involved in anomalies, whether government officials or private individuals.
Flood control projects will be the commission’s top priority, especially in light of numerous reports of fund misuse and irregularities in their implementation.
The commission aims to identify those accountable and determine how to prevent future abuse of public funds.
The ICI also has the authority to recommend asset freezes, travel holds, or immediate suspension of individuals under investigation to prevent interference with evidence.
Findings may be elevated to the Office of the President, Department of Justice, Office of the Ombudsman, and other relevant agencies for appropriate action.
Under the Executive Order, all government agencies are directed to cooperate with the commission. Those who refuse to do so may face disciplinary action. (ZIA LUNA)
