Malacañang calls out Discaya camp over disputed Film Heritage deal

Palace Press Officer Claire Castro urged contractor couple Curlee and Sarah Discaya to revisit their existing agreements, following controversy over the Philippine Film Heritage Building project.

“They might have overlooked their obligations given the volume of government projects they’ve received,” Castro said in a statement.

Her statement came after Atty. Cornelio Samaniego III, legal counsel for the Discayas, claimed that Phase 2 of the heritage building project was awarded to a different contractor.

In an interview on *Sa Totoo Lang* (One PH), Samaniego clarified that while Great Pacific Builders, one of the Discayas’ nine firms, secured the contract for the main structure, the cinema portion was assigned to Chatter Box Solutions.

“Yung cinema, iba po ang gumagawa nyan; hindi po kasama sa kontrata ng Great Pacific Builders, sa Chatter Box solutions po yan. Buong building ang sa Great Pacific Builders pero hindi kasama ang sa sinehan,” he said.

Samaniego also revealed that the Philippine Contractors Accreditation Board (PCAB) had revoked all Discaya firms licenses, prompting them to coordinate with DPWH Secretary Vince Dizon for clarification.

“Ang problema ngayon tinanggal ng PCAB ang mga lisensya; makikipagcommunicate kami ngayon kay DPWH Sec Vince Dizon para maconfirm kung itutuloy namin,” he added.

Samaniego apologized to First Lady Liza Araneta Marcos after leaks were discovered during a site inspection led by Castro and members of the media.

“Paumanhin sa First Lady hindi namin ito sinasadya,” he explained.

He further emphasized that civil works were not part of Great Pacific’s contract.
