A local mother is pleading for help after a Filipino American Iglesia Ni Cristo (INC) minister arrested for allegedly threatening her 12-year-old daughter was released less than 24 hours later—and now lives just steps away from their home.
Liza Vetland, a distraught parent, took to social media to voice her fears after Glennon Salvador Payabyab, the church minister who lives down the block, was arrested Thursday night, April 3, but quickly freed.
“This man that was caught Thursday night and arrested was released less than 24 hours later,” Vetland wrote.
“He lives down the block from my home. He is a church minister. He is always around children,” she added.
Payabyab, whose photo has circulated widely online, allegedly knows where Vetland’s daughter lives, attends school, and even has her picture.
Despite an order of protection, Vetland says the legal measure offers little comfort when the accused lives mere minutes away.
“We have an order of protection, but how does that help when he lives a two-minute walking distance away? He’s not allowed near her school, but how does that work when he lives across the street?” Vetland said.
Vetland described the constant fear she and her daughter endure, saying Payabyab’s proximity leaves them feeling unsafe in their home.
The woman said Payabyab was 100 steps away from her and her daughter and claimed that nobody helped them at that time. She added that she needed to know what she was supposed to do.
Her daughter, Vetland said, now fears simple activities like walking home from school.
“Why does my daughter need to feel uncomfortable going for an after-school walk with her friends? Why does my daughter need to look over her shoulder every two seconds to see if it’s him?” Vetland asked.
Vetland criticized what she called a failure in the justice system, accusing organizations of using the arrest for publicity while doing little to ensure long-term safety.
She added that the law enforcers “did not do anything except to look tough but had no brains in the operation.”
Vetland also expressed frustration over legal protections, which she believes favor offenders over victims.
“There are laws that protect pedophiles,” she said. “My 12-year-old daughter isn’t safe in her own home. Again. My 12-year-old daughter isn’t safe in her own home.”
Vetland ended her post with a desperate plea for legal assistance, urging anyone with knowledge of her rights to contact her directly.
The NYPD has not released additional details on Payabyab’s arrest or the charges he faced. Meanwhile, Vetland’s post has sparked outrage, with many sharing Payabyab’s photo and demanding stronger action. (TCSP)
