Controversial Bamban, Tarlac Mayor Alice Guo has been ordered to revoke her deputization of the power to supervise and control police units under her area of jurisdiction.
DILG Secretary Benjamin Abalos orders National Police Commission (Napolcom) to revoke the deputization of Mayor Alice Guo .
Under the Napolcom Memorandum Circular No. 99-010, elected governors and mayors “are automatically deputized as representatives of the Commission” in their respective areas. As Napolcom deputies, the memorandum circular stated that mayors are given the power to supervise and control police units in cities or provinces they handle and directly employ and deploy units or PNP elements, among others.
Napolcom was ordered to withdraw Guo’s deputization pending the ongoing investigation of her alleged connection with Philippine Offshore Gaming Operator (Pogo) in the province and her Chinese citizenship.
Abalos said that the investigation showed that Napolcom had sufficient grounds to issue the order, and to revoke Guo’s deputization, including her control and supervision of the local police.
The 7-man Task Force headed by Atty. Benjamin Zabala of the DILG Internal Audit Service assigned to investigate the allegations concerning Guo’s link to illegal POGO operations in her town has submitted their updated report to the Office of the Ombudsman. Based on the report there are troubling findings of serious illegal acts which may have severe legal implications. (ANTONIO)
