Comelec accountable just like Guo over failure to spot vote-shaving in Bamban

FOR somebody who has the ability to spot an automated fraud, the Commission on Elections (Comelec) is as accountable as the Chinese national who ran and won a local election via what he aptly referred to as “Smartmagic.”

In a piece posted on his verified social media account, former Undersecretary for Operations of the Department of Information and Communications Technology (DICT) Eliseo Rio expounded how Guo Hua Ping – referred to as Alice Leal Guo in her Certificate of Candidacy, became the first Chinese Mayor in the Philippines.

“There are sixty-five clustered precincts in Bamban, Tarlac, with a total of 45,008 registered voters. On Election Day there were 39,550 registered voters who actually voted. This turnout of voters was an impressive 87.9%,” part of his Facebook post reads.

Rio admits, the results seemed normal for a layman as Guo posted a slim margin against then incumbent Mayor Joey Salting.

“As tallied, everything seems normal. Guo, the winning candidate got a total of 16,503 votes, only 468 more than Salting, the second-placer, who got 16,035 votes.”

He however claimed that for an agency which has the technical capability to spot fraud, there must have been some negligence.

“But when we scrutinized the precincts where candidates got exactly the same number of votes in a number of precincts, then it can be observed that the results of the votes for the last five candidates were trimmed. This is obviously manipulated as the number of precincts with exactly the same number of votes are uncharacteristically sequenced which makes the results statistically highly improbable.” he added.

Rio particularly cited shaving from the votes garnered by Diego Gracia Ilagan, Joseph Gomez, Son Marimla, Nestor Serrano and Ferdinand Mariano.

“The trimming of votes is most pronounced in the results of the last three candidates, Marimla, Serrano and Mariano, where a large number of precincts have unusually exactly the same number of votes,” the former DICT official observed.

“What is the probability of a candidate getting only 48 votes out of 39,550 voters, when during the campaign he garnered crowds of at least 200 people? This could mean that the votes of these last placers were shaved off and added to the votes of the winner, to get the winning margin of just 486 votes.” his post further reads.

To determine whether or not his observations are true, Rio urged the Comelec to open the ballot boxes – “In such cases where the election results are highly improbable, the only recourse in knowing whether the results are rigged or not is by actually opening the ballot boxes.”

According to the former DICT Undersecretary, “Comelec did not only allow an unqualified candidate to join the mayoralty election in Bamban, Tarlac, but worst, might have even manipulated the election to make the unqualified candidate win.”

Interestingly, Comelec has already rescinded its own En Banc Resolution which states that “The Commission (En Banc) shall, upon motion, authorized a recount, utilizing for said purpose either the physical ballots or the ballot images which are the functional equivalent of the physical ballot, at no cost to Petitioner” – which to Rio is paramount to covering up the irregularities.

He then claimed that money dictated the results of 2022 general elections.

“Can everything be bought in the Philippines, when the price is right, like birth certificates, diplomas, citizenship, elections, etc.? The moral fiber of the only Christian country in Asia has degenerated because our love for money and power has exceeded our love for God and Country. That is why we have become a waste basket case in Asia,” he quipped. (ANGEL F. JOSE)
