The Philippine National Police’s Criminal Investigation and Detection Group (CIDG) chief, Maj. Gen. Nicolas Torre III said his decision to pursue criminal charges against former president Rodrigo Duterte is necessary to hold him responsible for neglecting the police officers who acted on his directives during his administration.

Torre questioned, “If someone were to kill 15 senators, would he claim responsibility for that?” This comment referenced Duterte’s statement made during a rally for his senatorial candidates in the midterm elections.

He brought up the tragic case of Kian delos Santos, a 17-year-old who was shot by police in Caloocan during an anti-drug operation in August 2017.

Torre highlighted that Duterte had expressed a willingness to face imprisonment alongside the police officers who executed his orders.

He remarked, “Kian delos Santos died. Police officers were convicted. What happened to his promise that he’ll take care of it?”

Torre also recalled Duterte’s controversial remarks to soldiers about the potential for unpunished sexual violence.

He mentioned that he had briefed Philippine National Police Chief Gen. Rommel Francisco Marbil about the cases before filing them, and Marbil supported his decision.

Torre emphasized that Malacañang had no role in the case filings.

Although no current senators have reached out to them, Torre stated they are prepared to assist if any senators choose to pursue complaints against Duterte.

On Monday, Torre lodged complaints of inciting to sedition and unlawful utterances against Duterte before the Department of Justice as part of a “case buildup.”

“Ang mga kasong ifinile ko, ang finile ng CIDG sa DOJ ay hindi nangangailangan ng private complainant,” Torre said. (TCSP)
