Former Bayan Muna Representative Neri Colmenares has called for a deeper investigation into extrajudicial killings (EJKs) and the alleged misuse of government funds following revelations in the ongoing quad committee hearings. The hearings have begun to uncover significant evidence related to EJKs, and a financing scheme from POGOs and the drug trade, specifically used to fund a massive reward system for every killing. There is even corruption of public funds for suspicious party-lists
“The hearings have unearthed vital evidence that warrants a comprehensive investigation. We need to delve deeper into how individuals like former Police Colonels Royina Garma and Roland Vilela acquired unconscionably large sums of money,” Colmenares stated. “This raises concerns about whether such practices are prevalent among government officials, while many government workers continue to endure low salaries.”
Colmenares also emphasized the need to investigate the involvement of National Police Commission Commissioner and former Davao Region CIDG Chief Edilberto Leonardo; and the application of the “Davao Template” of the Davao Death Squads modus operandi, to the whole Philippines.
“It is crucial to scrutinize the roles of Garma, Leonardo, and Vilela, especially after their admission of being present when President Duterte visited. This pattern of systematic violence must be examined thoroughly,” he added.
He further noted the significance of holding President Duterte accountable under Republic Act 9851, which defines Crimes against Humanity as “widespread or systematic attacks against civilians, with knowledge of the attack.” Colmenares stressed, “Only President Duterte has the authority to orchestrate the first element of a widespread or systematic attack.”
Colmenares’ call for action underscores the urgent need for accountability and justice, urging authorities and the public to remain vigilant in addressing the grave issues of EJKs and corruption.#
