House Resolution Seeks Probe into Manila Bay Rehabilitation Costs and Impact

 

Bicol Saro Party-list Representative Terry Ridon filed a resolution urging Congress to investigate the necessity, total expenditures, and environmental impact of the Manila Bay rehabilitation program.

This move comes after the Metropolitan Manila Development Authority acknowledged that the “dolomite beach” worsened flooding in parts of the capital.

The measure calls on the House Committees on Natural Resources and Metro Manila Development to conduct hearings in aid of legislation.

It directs concerned agencies—including the Department of Environment and Natural Resources, the Department of Public Works and Highways, and the MMDA—to submit detailed reports on project planning, budget utilization, and impact assessments.

Launched in 2019 under a Supreme Court mandamus, the Manila Bay rehabilitation follows a three-phase strategy: cleanup and water quality improvement; resettlement and rehabilitation; and protection and sustainment.

The program aims to restore bay waters to Class SB standards for safe swimming and recreation.

Environmental advocates and some local communities have questioned the program’s cost-effectiveness and unintended consequences.

Fisherfolk groups, for example, report income losses after dredging and construction activities disrupted traditional fishing grounds and habitats.

The resolution is now awaiting referral to the aforementioned committees.

If endorsed, formal hearings and fact-finding missions are expected to begin within the next month. (RRN)
