Witness links ex-Bamban mayor Guo to POGO kingpin

A witness under the custody of the Presidential Anti-Organized Crime Commission (PAOCC) said that former Bamban, Tarlac mayor Alice Guo has ties to Lyu Dong, an alleged kingpin involved in illegal Philippine offshore gaming operations (POGO).

“They are partners. The one that’s higher between the two of them is Boss Boga,” the witness said in an interview with GMA7 on Friday, October 11.

“He’s (Lyu) the one ordering the tortures. Sometimes, the persons being tortured lose consciousness,” the witness added.

The witness added that Guo, who they know as “Madam Wah,” frequently updates Lyu on the progress of constructing Zun Yuan Technology Inc., a POGO hub located on Baofu Land Development’s property in Bamban.

Lyu, along with 12 other Chinese nationals and nine Filipino accomplices, was arrested in Biñan, Laguna on Thursday night.

A PAOCC investigation revealed that Lyu, also known as Lin Xunhan, has built a large criminal organization since arriving in the country in 2016. The PAOCC discovered that Lyu was behind several POGO operations, including Lucky South 99 in Porac, Pampanga, and Zun Yuan Technology in Bamban.

Lyu’s operations extend across at least five regions: Ilocos, Central Luzon, Calabarzon, Central Visayas, and Metro Manila.

Lyu’s influence also reaches multiple districts across the cities of Pasay, Parañaque, Manila, Makati, and Mandaluyong. (TCSP)
