A female police officer has lodged a formal administrative complaint before the National Police Commission (NAPOLCOM) against Police Colonel Marlon Ventura Rufo, Provincial Director of Batangas, citing alleged grave misconduct and conduct unbecoming of a police officer.
The complaint, filed through a sworn affidavit, outlines incidents said to have occurred between February and March 2026. These include unwelcome physical contact, inappropriate remarks, and actions that reportedly caused distress to the complainant, allegedly committed during official duties and within police premises.
According to the affidavit, the respondent,ย being a senior-ranking official, purportedly exploited his position of authority. The allegations raise concerns over abuse of power, workplace safety, and professional conduct within the Philippine National Police (PNP).
NAPOLCOM confirmed that the case now falls under its jurisdiction and will proceed through the proper administrative channels in accordance with existing laws and regulations. The Commission stressed that complaints of this nature, especially those involving women in uniform, will be addressed with urgency, impartiality, and due process.
In a statement, NAPOLCOM reiterated its call for all PNP members to uphold the highest standards of professionalism, respect, and integrity. It emphasized that leadership within the police service must be anchored on accountability and moral authority. # (RRN)
