DPWH Secretary Vince Dizon and Baguio City Mayor Benjamin Magalong, who also serves as Special Adviser to the Independent Commission for Infrastructure, uncovered what they called a “super substandard” flood control project during their inspection in Barangay Acao, Bauang, La Union on the morning of September 16.
Dizon pointed to tubes attached to the structure and dismissed them as mere “props.” Despite being marked as completed in March 2025, the project was visibly still under construction at the time of inspection.
He said that the contractor on record is Silverwolves Construction.
In his privilege speech, Senator Panfilo “Ping” Lacson** exposed how flood control projects in the Bauang River Basin mushroomed despite having no allocation in the 2024 National Expenditure Program (NEP).
““Abrakadabra! Sa naipasang 2024 GAA, nagkaroon ng sampung items na nahahati mula Package 1 hanggang Package 10 na may tig-P98 million ang biglang umusbong para sa Naguilan. Sa kabuuan, ang sampung packages na ito ay umabot sa P967 Million, halos isang bilyong piso kumpara sa 2 tig-50 million lamang sa 2024 NEP,” Lacson said.
“Habang sa Bauang naman aniya, “pitong (7) packages ang lumitaw na may magkakaparehong halaga 89 million each. Sa kabuuan, ito ay nagkakahalaga ng 623 million, mula zero budget sa NEP 2024. Sa aming masinsing pagkakalkal ay natuklasan naming iisang contractor ang na-award-an ng lahat ng packages na ito – ang Silverwolves Construction Corporation. Distinct pa din, distinguished colleagues,” he added.
Moises Tabucol owns Silverwolves Construction Corporation.
According to the DPWH website, Ronnel Tan is the Regional Director for Region I. He is also the husband of Quezon Governor Helen Tan, and among the officials who submitted courtesy resignations to Dizon.
Engr. Gil B. Lorenzo heads the La Union 2nd District Engineering Office, which oversees Bauang.
The district’s congressional representative is Dante S. Garcia of Lakas-CMD. (RRN)
