Philippine National Police (PNP) conducted another major restructuring in Police Regional Office (PRO) – 11 after it reassigned the director of the Davao City Police and 19 station commanders to new posts in the Davao region effective on Monday, July 8.

PRO-11 spokesperson Police Major Catherine dela Rey confirmed on Tuesday that PRO-11 director Brig. Gen. Nicolas Torre III reassigned the 20 police personnel after a review of the crime statistics in Davao City.

“The reassignment of officers is a crucial part of our duty to ensure that our police force remains dynamic and responsive to the needs of the community,” Dela Rey said.

All 20 police personnel were reassigned to the police provincial offices of Davao Occidental, Davao del Sur, Davao del Norte, Davao de Oro, and Davao Oriental, Dela Rey added. She also mentioned that Torre has the authority to reassign policemen depending on their roles.

Torre assigned Police Col. Lito Patay as the next DCPO director following officer-in-charge director Police Col. Rolindo Suguilon.

In a separate statement posted on PRO-11’s official Facebook page, Torre noted that one killing and two rapes every week for the 22 weeks within the Davao City Police Office’s (DCPO) jurisdiction.

Torre said the DCPO research points to a community where murders happen seven times more often than physical assaults, which runs counter to Davao City’s reputation as a relatively safe city.

They found, he added, that some police officials kept two police blotters where one was sanitized to avoid reflecting the actual state of affairs in a certain area of authority

To grasp the real peace and order situation, Torre underlined the need for proper crime reporting and recording.

He noted that if not appropriately treated, physical injuries—which are sometimes prelude to more major crimes—can cause deaths.

Personal grudges drove most of the reported murders; past violent events involving suspects and victims prompted others. (TCSP)
